A NYCHA PACT project, this rehabilitation project comprises significant renovations across two New York City Housing Authority sites in East Harlem: Metro-North Plaza and Gaylord White Houses. Located just two blocks apart, these developments include a total of 523 residential units and multiple community facilities, all undergoing modernization while tenants remain in place. In the spirit of the Permanent Affordability Commitment Together (PACT) program, the scope of work covers comprehensive interior and exterior upgrades, including improvements to building envelopes, grounds, and mechanical, electrical, and plumbing systems. Sustainability and energy conservation are central priorities, with design efforts focused on supporting carbon neutrality goals. Additionally, in line with a major NYCHA resiliency initiative, the design includes stormwater barriers at building entrances and elevating critical utility spaces such as electrical rooms above flood levels.

At Gaylord White Houses, located at 2025 Second Avenue, the project includes renovations to a twenty-story residential tower, housing 248 apartments. The site also features the three-story Union Settlement community center, the one-story Leggett Memorial Early Childhood Center, and the Gaylord White Senior Center for a total of 184,000 square feet of renovated area.
Metro-North Plaza comprises three residential buildings of varying heights, ranging from 7-stories to 11-stories, and 275 apartments. In total, there are 278,443 square feet of renovations including two children’s daycare facilities in the complex. A newly constructed, elevated boiler room falls outside the current renovation scope but supports the resiliency upgrades of the project.

Construction is scheduled to be completed at the end of 2027. The project represents a collaborative effort with key contributions from a team of consultants including Paul A. Castrucci Architects (Enclosures), AN Consulting Engineers (structural), HRM Engineering Services (MEP), AKRF (civil), Terrain (Landscape), Bright Power (Sustainability) and BMB Building Consultants (expediting) to preserve vital affordable housing stock, enhance building performance, and improve quality of life for residents in East Harlem.
