Ocean Crest Residence is a new 89-unit, all-affordable homeownership cooperative funded under HPD’s Homes program. The 90,000 SF, 8-story building is being developed for The Community Builders. The street-facing facades of this building on a corner lot are carefully designed to fit into the neighboring context on a low-rise block of Ocean Crest Blvd. The Ocean Crest façade is comprised of a lower rise 4-story portion, adjacent to an existing single-family house, stepping up to a 6-story base height and 8-story dormer at the corner of Bay 32nd Street.  Facing the green expanse of Bayswater Park across the street, the building will provide an elegant boundary to this shared public space.

The 4-story portion of the building is carried across much of the Ocean Crest frontage to create a low-scale, elegantly designed brick façade with a modern interpretation of a corbelled cornice. The façade features tall, narrow windows extenuated by a detailed brick surround, giving it a rhythmic texture. Above the 4-story façade, the upper portion is designed to melt away to lessen its perceived impact on the low-scale block with large format, light-colored GFRC rainscreen panels, which naturally sit back from the thicker brick facade and projected cornice.

As the building turns the corner, the 6-story corner volume over the covered entryway introduces horizontal format rainscreen cladding, reminiscent of the wood siding seen throughout the neighborhood. Linking the two street walls, this cladding is featured at both edges of the Bay 32nd Street façade, with an intervening 6-story brick portion set forward towards the street line. The many changes in façade depth and height serve to break up the mass of this new development, keeping in more in scale with its lower density surrounding neighborhood.

The building will have community, laundry, and exercise rooms on the 7th floor, which takes advantage of the setback to provide the tenants with outdoor green spaces overlooking Bayswater Park and Jamaica Bay beyond.

The project went through an extensive ULURP process to rezone a portion of the block from an existing R4 to an R6A district, which brought the existing building on the zoning lot and the adjacent property into compliance and made the development feasible.

The project is in a flood zone and will utilize the Zoning for Coastal Flood Resiliency and New York City Resiliency Guidelines to mitigate the impact of future flooding and rising sea levels. The building will qualify for certification through Enterprise Green Communities and the NYSERDA Multifamily Performance Program, with a high-efficiency building envelope, MEP systems, and solar photovoltaic system, among its many green and resilient features.
